The ROE in Iraq is not classified. In fact every soldier in theater is required to carry a copy on his/her person at all times.

The Rules of Engagement (ROE) for any operation are classified and are provided on a need to know basis. So unless you plan on joining the military and heading off to Iraq sometime soon you'll probably never know.

the rules of engagement are classified but the basics are easy don't fire unless you have permission and it's confirmed it's hostile.
no fireing at a religious cermony

it is classified information upon the mission that has been taken place...and like marcy says unless you plan on joining the military i guess you will never know...
