He's refused despite the fact he's single, straight and has told me he fancies her. He also doesnt want a relationship, just casual sex.
WHY HAS HE DONE IT?
I'm at a loss as to give her an answer.

He might not be attracted to her personality. He might be gay. Or, he might be asexual (an actual disorder!). Or he might just be one of those guys (there are probably only like thirty in the world) who don't like casual sex.

I think he doesn't believe she just wants casual sex. I think he thinks she is using that as a line and that it would all get messy.

Maybe he's got a sexually transmitted disease and doesn't want to give it to her , maybe he he fears his own feelings and a will not let her under his guard ?

maybe he wants more from a woman. or maybe he likes someone else and know's once he starts he just wont stop.
