call the State Department and ask. the 2nd site i gave you might be a better start

If you are an American citizen, Call the US Embassy, office if American Citizen Services. If he is an American citizen, he might be registered. Even if he is not, they have many ways of trying to find people in emergencies such as yours:

Contact the American Embassy in Amsterdam, The Airlines, or Airport Security. I'm sure they take all his information - where he stays and phone number, etc. They usually do; especially, the Immigration at the airport.
