Well, you didn't give too much information, so I can't really tell.
It also depends on how old he is:
If you and him are 13 and over, and he smiled while he stared- then he probably thought you were pretty.
If he laughed while he stared- there was probably something stuck in your teeth.
If he just stared, with no emotion- he was probably some perverted freak.
If you are under 13- then you can't really tell.

As a guy I often get caught staring at girls and I know they are thinking that I must think they are hot when in reality I am usually thinking not for me haha. Most single guys usually check out just about every girl if she is reasonably attractive so they should think they are all that ;)

It depends how long he does it. At first it can be flattering but if he's always just going to stare, scared of coming over then its a huge turn off. It gets to a point that you wonder why he would keep looking if he's to scared to come over. I had one particular guy do it for so long that one day I had had enough and I went up to him. I told him he was being creepy and asked him to stop.

sometimes it can be creepy and sometimes cute. all depends on how long he stared and how old he is i guess. also i could depend on where you were. if you were at church or a doctors office then i wouldn't want to be stared at there

Kind of creepy and crazy. I know that the only reason that they would do that is if they're looking at the women's boobs, thinking how lovely the women is, thinking about what to say, wanting sex, and if he is frozen.

It depends on the guy. If he's steamy, I feel flattered. If he's creepy or unattractive, I don't like it!

it depends on the look in his eye. if it was a look of interest then it wouldnt bother me. it all depends on the look inside the eyes. if u look into them u can tell what they r thinking.

i usually think that the guy likes me or something and if he is pretty nice and good-lookin, then i usually go up to him and start flirting with him or something.

i kinda think it's creepy but then the guy might have a crush on you, but still it's creepy.
