To get the person to the hospital as soon as feasible. If you mean what's the first thing they do, then they follow the ABC rule:
Airway, Breathing, Circulation
Check 'em, then vitals, then administer any needed medication, O2 masks, etc.

if your just talking about a regular citizen thens to call for help and if the sence is safe then its to procede and try to help
