The local shelter, petfinder, and reputable pet stores. A reputable pet store will NOT sell you a dog. They will often have adoption days on the weekends. Check with your local petco/petsmart they will generally have times that the various groups come to the store.

PS- I recommend against getting a pet for her. Find out when a store or shelter has pets on hand. Then take her on a surprise visit. That way you'll be sure to get a pet she will likely. It would really suck to be stuck with a dog you both hate, because you both think the other want the dog.

First off, make sure she's ready for a puppy. Lots of training, and lots of work.
Secondly, a local shelter will do =) Or humane asscociation. Try :
www.eccha.org

Edit : Whoops, knew there was a second "c" in there somewhere =)

Please make sure that your girlfriend wants this dog and is willing to put ALOT of work into caring for it. An animal is never cheap or inexpensive. They require yearly veterinary visits, vaccinations, and especially in Texas monthly heartworm preventative and yearly testing. http://www.petfinder.com/ This is a great site connected to many organizations. Please be sure to educate yourself and make sure your girlfriend educates herself on raising a dog. If this is her first dog then she should look into adopting a dog that is already house broken and trained in basic commands.

http://www.vzchumanesociety.org/
if you are willing to drive a little bit. all their animals are up to date on their shots and have been spayed/neutered
if you click on events you will be able to see where they will be having adoption clinics. you can also see some of the dogs that they currently have.

if you aren't wanting to drive that far, try your local animal shelter
