Either she forgot they were there hun and is probably feeling totally embarassed, or they weren't really soiled, (unless you actually saw otherwise) and she left them there to let you know what kind of underwear she wore to tempt or tease you...
Unless you or she in a relationship, if you wanna go there, then go for it hun... You said she was sexy...

I don't think it means much unless there were any other 'signals'. Did she flirt with you and make any suggestions? If she's in a relationship - be careful, the signal may not be for you!
On the other hand, she might just be messy.

no, it means you caught her at a bad time and she just hadn't picked up her dirty panties to put in her laundry basket. i doubt it means anything at all. if she liked you, they would have been clean and neatly laid out instead of dirty and crumpled up on the floor.
