i think what u suggest is quite good...
or probably u could try to ask her "indirectly" what she likes, and buy her that stuff...it will be surprising !!! and obviously make her happy, haha...

I think the preschool center. I have a three year old and I'm thinking about getting it. Although the artcreativity system seems good too. I don't think you could go wrong with either.

Here are some things to consider. Which one has less pieces (they will get lost easily). Which one has less mess. Which can she keep longer and get more use out of. Which one can you use to play with her to.
It seems the fun 2 learn preschool center sounds like more fun. I honestly haven't seen them but I would consider the above questions before making the decision.

try an old-fashioned easel and a variety of papers and items to use like crayons, markers(washable), stickers, paint(washable), and a small or medium size tackle box to keep all of them together. and be sure to purchase an inexpensive drop cloth or colorful shower curtain to put underneath, to prevent spills but allow her to be creative.
also fun to include in the tackle/art box are things like a variety of pencils and pens, some small rulers,chalk and a pair of childrens blunt scissors. be sure you keep the box filled with supplies, and that your daughter knows that if she uses the items in the wrong way she will loose her priviliges with them and you should be safe.
my own children have had and used all of the above and with little or no messes at all. we actually had more trouble with playdough than with all of the listed items put together.
my youngest child could tell you all about great artists and able to recognize the difference in techniques between monet, moliar, renoir and several others by the time she was in third grade. her favorite was monet and we had several versions of most of his paintings too.

How about a standard child size easel and a large supply of art supplies? That special easel is expensive and I really think items like that don't spark creativity but depress it. At age 4 a child needs freedom to create what pops into their head and to use their imagination not have an electronic system tell them what to draw.
