I was a dealer for along time and all you have to have is a current drivers license and be 18 years old. By law a dealer has to go with you as their insurance is on the vehicle as long as they are with you.

The dealership I work at,
you have to be 18 and have a valid drivers liscence.
Our ins co requires that we get a copy of the liscense for anyone who test drives a vehicle.
There are some dealerships that require a second form of ID (maybe a credit card would suffice)

Each dealership has their own rules and regulations. Some require you to qualify for a test drive, either formally or informally. Basically you have to have a drivers license, and be qualified to purchase the vehicle.
Dealers are in business to sell vehicles. If you are a serious buyer, they will be happy to take you on a test drive. If you are just looking to joy ride, do not expect them to allow that!

Depends on the car, the dealership and the person requesting the test drive.
If you're 18 say, and look like you looking for a joy drive, in a 100K Mercedes, the salesman will likely want to see more than you license.
If you look like you can't afford the car (some dealerships will run your credit before) they'll make all kinds of excuses.

All you need is a driver's license. Some dealers don't even ask for it.
Once, I even had a salesman hand me the key and let me test drive without him in a $30K car.

No, it is just a test drive not a loan app. If they ask for more, then talk to a manager. It is not legit. If it is the manager, then report to better business bureau. Oh and being the legall driving age for your state, DL and Ins. Only needed.
