Well, it depends on what you do after she does that. I would hope you might get a good eye full for the man in you and then look away (too polite).
But if you are not gawking at her and follow it up with some inappropriate gesture such as grabbing at her, then what is there to be said?

No it does not mean you are a perv not aleast you stare at her breast.I think that a woman who dresses like that and purposely bends down infront of men is not only a **** but they are lacking self respect.

No you aren't a perv unless you look and look and look. But if you see it and look away than you are ok. But if she bent down in front of you on purpose and you looked away then she is a bad women, If this is true stay away from her.

Of course women know you can see their juggies - they see them when other women bend down in front of them, but have you noticed that women bend down a lot closer to men than other women unless they've got big boobs in which case they bend down just as close to women than as to men - you watch, it's true!

No its ok this a man may have the tendency of doing it either on purpose on just in any case if you are a man you would definitly sneak a peak.
