if you both like each other then why are you not together? if he has a girlfriend who he is not happy with (as he tells you he still loves you) then he should leave her as it's not fair on her, or you!

He might be trying too be with both of you so be careful, if he's no happy with he girl he's with now why has he not finished with her before the relationship gets too deep?
