It depends so much on the context and the intent.

Let's say that you and your friend have discussed about gyms before, and you get a guest pass from your gym in the mail. You go to your friend and say, "Hey, I remember that you and I had that previous conversation about gyms. I just got this guest pass in the mail. Would you be interested?" This is completely not rude because you are doing it with the intent of doing something considerate, and you have reason to believe that the person would be interested because of your previous conversation about gyms.

Scenario 2: You work with someone that you think is fat. You have never discussed gym memberships before. You approach the person with the pass out of the blue and say, "I think you need this." This is rude because you are assuming that you know what the person needs, and because you are essentially calling the person fat.

It depends on the donor's intention. If you know a person is looking for a good gym to go to - then there's no problem with it. If the donor hears that someone is looking for a gym, for health reasons, then there's nothing wrong with it. If the donor knows another person appears to NEED to go to a gym - then it may be construid as harassment (if the person finds out the reason). Maybe the best thing to do is nothing unless someone asks you for a Guest Pass.

No, I don't suppose that trying to give someone a guest past to a gym is harrassing.
