The aggesive war policy's of regime changes that the US and Bush inparticular have a lot of people worried.

A lot of these small countires see nukes as a way to discourage US invasions .

Russia and the US thought the best way to avoid being invaded was nuclear war heads and now so does N Korea and a few others.

It is a bit of a catch 22 - don't respond to terror and it grows respond to hard and everyone races for a nuke to protect themselves .

Small countries like N. Korea see it as way to give themselves world level status, a Nuclear Power cannot simply be dismissed or ignored with impunity. The best response to N. Korea would be for Japan to do likewise, they are our strongest ally in that part of the world, and for them to have Nuclear strike capability would give China a motivation to keep N. Korea in check. Having a big stick is less fun when the other guy has one too.

Countries want to obtain nuclear weapons for 2 basic reasons. To attack others or to make it so that others wont attack them. Countries like N. Korea and Iran want to use them on the U.S, for destruction. Countries like France the U.S., and Israel want to use them defensively so other countries wont hurt them. But that is the problem of terrorism, there is no one to nuke because they blend in with the ordinary citizens and there is not a specific area to bomb.
What is trying to control countries from going nuclear is the U.N., which is all bark and no bite. The real action they take would be the Korean war.

So they can sit at the conference table... Reminds me of why Mussolini attacked Libya and Abbysnia during WWII, his response, "to have a 1,000 dead and conquered land so that he can set at the conference table [with Hitler]".
