How can I found out what time a halloween block party is?

every year since I was kid. The halloween block party has been in the same place. All the kids trick or treat, they have music costumes contest for all ages and other stuff. I never knew what time it really began. But this year taking my son and wanna be there as early as I can so not to keep him out too late. I'm in Metairie,La.

Call city hall or the local newspaper and see if they have any info on it.
