its like she gives a little look out of the corner of her eye to see if im looking at her and she will not speak unless i speak first i dunno if she is facety or shy

I use to be the same way.. she's shy.. i would def be more aggressive.. try talking to her on the phone.. she will talk but she is prob not sure if you like her.. or she may think your gonna think shes stupid.. u def need to be more aggressive and if you like her give her hints..

Perhaps shy, but also consider it's important for you to be socially accepted by her friends. If you think you are then make a move and be the aggresor. If not...hang out with her after school.
