Clearasil!
Cover the mark with Clearasil with 10% Benzoyl Peroxide and then put the doll under a warm lamp. Works like a charm!
My daughter drew on my Mrs. Beasly doll from when I was a child. This took the ink off and you can't even tell it was there.

Try Mr. Clean magic eraser, if that doesn't work try Goof Off. It comes in a little yellow metal bottle and it will take pen off of any hard surface.

I like to use clorox clean up on tough jobs just be carful not to get it on the dolls clothes and wash the face with water after to remove the cleaner.
ps. this has nothing to do with the question but I thought I would through it in as an FYI listerine in a spay bottle is a great way to sanitize toys and kill germ in this up coming flu season!

You can try a product called Goof Off. I got it at Menards, but I think you can get it at Wal-Mart. It works on most things but my daughter wrote on one of her Fisher Price Dinosaurs and nothing will take the ink off. We joke that the T-Rex has a tattoo.
