Well first of all, is this EMI that is causing the TV to do crazy stuff that then goes away when the interference is gone? or is it the residual effect of, say, a magnet field? If it is the latter then what you need is a degausser or degaussing ring, which you can buy or build. If it is active EMI that is interferring with the operation of your TV then you first need to identify EXACTLY what is being interferred with, is it just your TV signal (Antenna, Cable, Satellite) or is it the actual tube? Do you know what is generating the EMI? can you turn it off or move it or the TV to be further away from it? No? If you can't get away from it, then you need to shield yourself from it. This is done by covering whatever is receiving the EMI with metals or buying shielded cables. To tell you what you need to shield and exactly how you will need to tell us more details about what signals (antenna, cable, sat, DVD, VCR, etc...) so that we can talk about the specific types of shielding.

If your getting EMI on your screen you need to remove all sources of interference. Move all A/V/ components at least one foot away from the screen. Make sure your center chanel is video shielded if you have one. If you are using a video monitor, look at the instructions to see if your set has a degaussing circuit and if so , use it.
