Ive been told that you can translate your own documents (birth certificate etc) for the INS if you put a signed paper saying that you understand the languages and you translated it.... where can I find that????? please!!!!!!!!

It needs to be translated by a "certified" translator. You cannot translate your own.

A certified translator meets the requirements of one of the nationally recognized translationorganizations. Also, many states, such as NJ, allow the Superior Court to recognize approved translation services. ICS recognizes these services as well.

The translated copy will have a raised seal and signature of the translator.

You must have a registered copy translated into english. I know this very well because my daughter's birth certificate was in Arabic script and the same legal office that registered it also made a certified english copy for an additonal fee. You should contact your govt office or consulate and ask for this. They will give you the details and all other info needed. Good luck.

From the INS or the INS web site. OR just make a notification stating that in your own words - which had better be correct for them to believe your translation.

That is illegal. You can't do that.You're starting out wrong. You need to take all of your legal documents and have them translated and notorized by a notary. Immigration is also going to ask you for the original of the documents that you have translated.

yes, but why would you need a translator when LEARNING ENGLISH is a requirement of becoming a citizen of the United States.
