It's called Chapped lips not chopped lips.
It's Burt's Bee's not Bert's Bees.

Yes, Burt's Bee's is good with a product line for kids called Baby Bee's. Otherwise, go out and buy Chap stick. Or, just go to the pharmacy and see for yourself what is available or ask the Pharmacist's advice.

Since you say he has CHOPPED lips, don't let him play with knives. If he has CHAPPED lips, get some chap stick or some Burt's Bees Chap Stick with Honey to help and keep applying once an hour. Do not let him lick his lips, it will only make it worse.

Get a good chap-stick from a health food store (they have less junk in them) and keep applying it all day. Kids tend to lick their lips a lot when they are chapped and that makes them worse. Also, plenty of fluids. hydration from the inside out will help to prevent chapping lips.

My daughter use to have that also. She would sit there and pick at her chapped lips. They have children lip balm that you can buy from like Walgreens or any major corner store. But really you can just use some Vaseline on his lip. If he doesn't like it on him and wants to wipe it off try to put it on him while he is asleep....that worked for my little girl. I hope his lips gets better and I hope you find what works best for you. Take care

If you mean "chapped" lips, you must keep his lips moisturized with some lip balm. If you mean "chopped" lips, stop whoever is hitting him.
