I imagine so, but why? Hydrcortosone is for rashes. A better choice for you lips would be herpacid lip formula. I imagine this is for a cold sores, but it works for chapped lips to.

No, mainly b/c it increases the chance that you will ingest it, and by doing that, you risk damaging your kidneys.
