My 18 year old said it also means Anarchy if it's done by an anarchist or another country. Or it means anti American. He also said that a bunch of Punk Rockers at Warped Tour had upside down flags on their clothing...?

It's BAD. I think it means distress..in a bad way. There is a crazy man that painted his house black and purple and hung an upside down flag. He was truly scary.
