I'm on a goverment computer can I download cam software onto it ?

It depends on the gov agency you work for and the purpose for the webcam, but in my experience with gov IT officials, its unlikely they would support your downloading that software to your computer.

I would not advise downloading or installing anything on a goverment computer uless you need it to do your work..... That is If you like your job.
