You're right, there ought to be an e-book on PICs. Maybe there is, but I don't know of one.
The best way to learn would be to take a course, or find someone who can teach you. Also, on the Internet there is a wealth of information that you can learn from, including tutorials, discussion group forums, projects, schematics, source code and datasheets.
You will need:
1. a PIC programmer (buy one or make one)
2. a target demo board (buy one or make one)
3. to know how to program in C
4. A compiler and IDE, such as PICC-LITE (free)

5. Download the demo code and see if you can flash the PIC.
Then make a small change to the demo program, and test it to see if it works. Repeat until it does what you want.

The Basic Stamps from Parallax are probably what you're looking for. You can interface directly with your PC via RS-232 and I believe USB as well. Check out the website for more info.
