A tourist visa is your only option. They are for a limited time and she will have to return. Keep in mind that visitors visas are looked at very carefully and if they detect any infraction she will be denied.

She can visit with a valid visa of course, staying here legally is a whole nather story, she is essentially on her own if she is past age twenty one.
Maybe a student visa, then after that she can apply for a job that will sponsor her to stay here, and work.

yes, she must make an appointment at the U.S. Embassy in New Delhi (or whichever one is closest to her) in order to obtain a B1/B2 visa.

she would have to get a visa - they are hard to get since 9/11. you can't help her in any way since your relationship is illegal in most states - as well as immoral.
