It was given as a gift by the russians in the form of a flag or painting or something and inside was a radio transmitter so they were listening to the president talk for months or years before they discovered it. I might be slightly off on the facts.

That was possible. The Soviets put a listening dish on their embassy and pointed it at the White House. The U.S. had to install vibrating windows to prevent sound from leaking out. The Soviets also tried to dig a tunnel from their embassy to underneath the White House. The U.S. has done the same thing to other countries. The U.S. sold a jet to China and the Chinese found 300 listening devices in it.

Highly doubtful because of the security taken by the USSS involved in WH security. Plus, space doesn't work in the favor of an eavesdropping device in the Oval Office. Practically every building surrounding 1600 Penn is owned by the federal goverment and has security personnel there. So transmission is an issue.
