With out is fine, with is fine. Reason being is that when erect, there is little difference in the feel and function of the member (I've been with both cut and uncut)
Either way, learn to use 'your manhood' well, KEEP IT VERY CLEAN and we're good to go.

It really doesnt matter as long as you know how to cleanse that area really good...Other than that inside there it really makes no difference and if a girl says there it makes a big difference they are liars! The only difference is in the appearance...and maybe the taste, and odor it gives out! But in all honesty inside it makes no difference...

Without for me... The turtle neck thing scares me a little.
Not to mention a lot of guys don't know how to properly clean there, and it can lead to nasty infections for me.
