you have to say no with a strong, deep and confident voice. The reason behind this is that males respond more to deeper voices then higher ones. Because if your voice is high and wavers even a little bit he will still nag you. Also, your answers should be this, and you can even paste and copy to your emails or say it on the phone, "{his name} you are annoying me and I want you to stop. We broke up and I have moved on with my life and I am not, or ever will be interested in starting ANY type of relationship with you now, or in the future. If you do not back off, I will have to go to the extreme of changing my email, my phone number and if YOU force me to, I will get a restraining order. You have bothered my non-stop and I will not deal with it anymore. After this {email/phone call} you will not hear from me again. Goodbye."
Do not, and I repeat do not give in to anything he asks, It sounds very formal and impersonal but you have to do it in order for him to leave you alone.

one simple text (and proof you sent it) saying "I do not wish to receive texts or phone calls from you"
then if he's continues to pursue you (which it sounds like he will) you take that to the police, and legally he is guilty of harrassment (cool huh) and would probably have a restraining order. if that is breached he goes to jail. hope it works (although I hope he doesnt end up in jail, because that's not very nice).
