Fill holes with gravel, cover with chicken wire, and then cover chicken wire with dirt. It's worked for me and helps a little.

It is a hard behavior to break in dogs since it is a natural and pleasurable behavior. Dogs dig for various reasons, sometimes and most of the time it is done out of boredom and a release of pent up energy. Other times it is to find a cool spot or to bury an item the want to keep for a later time. If it is for the first reason try to give your dog tons of exercise to eleviate some of the tension and energy, he will be more content. Also make sure he has something to do, bones, rawhides and bully sticks are great things to give them to do while you are away. A lot times digging is a behavior you will not break so you may consider giving your dog somewhere where he can dig. I have and have had friends buy sandboxes and fill them with dirt or sand buy some of the dog's favorite toys and let him dig there. If you catch him else where tell him no bring him to the sand box and encourage him to play there. Join in so he gets the idea and make sure he knows there are toys in the box. The combination of all things always worked with my dogs in the past.

Start with black pepper in the hole. It will make your dog sneeze and hopefully avoid the hole. If black pepper doesn't deter, use a stronger pepper.
