Hey the best way is to do is slowly..
Dont be a robot to scan the whole 3500 at a go.

Pick a free time and one set (a tour /event/ one album collection)
and start scanning them in

Since you would be going in for a good quality, the scans would definitely take time.

Anyway get a scanner keep the photos to be batch processed and check out the acdsee 8 software perhaps it would be useful

It has a host of features for automating things.
so check on if scanning is good in it. (i havent tried, cause i dont have a scanner)

Try for a not so cheap scanner perhaps on ebay, thats your best bet.

Well, the old saying in the graphics industry is "Fast, cheap and well done: you can choose two."

If you want it fast and cheap, the quality will not be good. Buy a scanner with an automatic feeder and crunch the pictures through.

If you want it fast and well done, take it to a service bureau; but it will NOT be cheap by any stretch of the imagination.

If you want it cheap and well done, get a decent scanner and do it yourself; but be prepeared to invest a lot of time into it.

I don't know about quick, but your best bet is to just go buy yourself a good scanner (or one of those printer/scanner combo's), and start scanning yourself in your spare time.

just use a good scanner and do it your self take a day or so and just sit down and scan them all. : )
