What i mean by expired is at least 5 years expired. The father is a permanent resident. What are the requirements? how long does the proccess take? Thank you for your help.

It's not that simple. Yes, the permanent resident father can petition for a son but his son should reside in his home country.
In your situation, the son is already an illegal immigrant (broke the law by overstaying his visa) and only an immigration lawyer will be able to advise you for sure.

you son is basically illegal. when the tourist visa expired and he did not leave the country he became an illegal alien. he might be barred from getting residency because of this situation. you might want to check out the uscis web site at www.uscis.gov. also contact a immigration attorney

Yes, he can, but it would be better and faster if he waited until he's a citizen, usually you can file for citizenship 5 years after getting your permanent residency.

An expired visa tourist visa mean your son's new status is an illegal alien. And should be deported.
