"Good afternoon" has no corresponding German form. No matter what time of day during business hours, you would always say "Guten Tag" (good day).
As for "hey, silly," there's no corresponding literal form either. In German, "silly" is used just as an adjective and is translated either "albern" or "blöd(e)"--the E being added in the latter word if a female is being addressed. One way to convey the intended *sentiment* of the original might be "Ey, Dickkopf!" (literally, "Hey, thick-head!").

okay, its like this.
Good afternoon really has no direct translation... or rather, we dont use it.
you say Guten Morgen, or short Morgen! before noon, or Guten Tag, or just Tag! after noon. after that ther is still Guten Abend, or n'Abend! during the evening and Gute Nacht or Nacht! when turning in.
the use of friendly insults is not as common as in America, but it should at any rate not be something form a dictionary, but more of a slang expression... like na, schnullerbacke? or na, keule?. you could perhaps say: Insertname! alter schwede!! or och nee... du schon wieder... these expressions swing in and out of fashion quite frequently and very locally too... so you better not risk them out of hand, or you might quickly and irrevocably lose your cool. ;)

Good afternoon is Guten Nachmittag, but you wouldn't really hear that as much as just Guten Tag (Good day).

Silly is more vague; as a noun, you can use Kindskopf (one who acts childish) or Knallkopf (akin to calling someone a [donkey])
