Why is it acceptable for women to walk around with bare backs and low cut dresses where formal attire is expected and men have to be completely covered? Why can't men walk around with bare backs and low cut shirts or conversely let the women be completely covered?

Two words BACK HAIR!

Most men can't pull off bare backs or low cut shirts. Partly because of the build differences between men and women.

Really if you look at formal attire you'll see that for both men and women, it plays up the strengths of each sex. Men's clothing tend to pad the shoulders the cut of the jacket to make the waist look smaller, etc. Women's clothing tend to make them look rounder, softer and show more skin.

Yes women can be completely covered and look very sexy.
