immersion is the easiest and most effective way to learn a new language. A really good program is Rosetta Stone which you can buy for home study or do online. I found the easiest and cheapest way is to find a native speaker and have them teach you.

go to that place where they speak the language. nothing works best than for you to be forced to speak in that language. in that way, not only will you learn the basics of that language but you will also learn their accent and slang.
