i'm from australia i've been drinking since i was 15.

There is no where in the US that you can legally drink till you are 21.

If someone purchaces or gives you alchohol at a restraunt, gas station, wine store, or private home-- that person can be fined or arrested for giving alchohol to a minor. that you gave them the money to do it or did/did not ask them to is immaterial.

Do not expect to purchace alchohol at a club/bar and DO NOT TRY TO or you will be asked to leave the club! The liquor laws in some areas are strict so they may think you are either 1. trying to trap them and don't want to deal or 2.even if they deny you you may eventually find someone there that might buy it and give it to you which would still mean a minor would be drinking in their establishment and they can get FINED and have their entire liquor licence taken away either way.
SO it is a huge risk for them to have you there, especially if you make it clear you are seeking alchohol.
So, if you want to stay at a bar/club to hang out , see a band, etc. DO NOT risk trying to purchace alchohol because they are likely to ask you to leave altogether.
Yes, that means if you try to, they ask for your id, and you either "don't have it" or it shows you are underage-- they may ask you to leave right then, even if they let you in the door for being 18, the understanding was that you would not try to consume alchohol, and since you are, you become a Huge risk they are not willing to take. Plus, they already got your cover charge money and you are not going to make them any more money tonight because you can not buy drinks so what do they care if you are there or not?
And no, you will not get your cover charge back.

However, we all know underage drinking takes place.
Generally at home/house parties/etc.
If it is a smaller party and it's there go ahead. be safe and all that-- arange a ride before hand of course. But if it is a large party and very loud [can you hear the music from the street?] you may be better off not drinking. If people start "hush hushing" about cops being called, neighbors complaining, or neighborhood security asking the party to be quiet-- That is when you LEAVE.
[if you can, if you can not. STOP drinking]
Do not be an Idiot and actually wait until the cops do show up.
Because, generally, they will. 3am noise complaints generally get a squad car sent out you can pretty much gurantee it.
If they do show up and it is apparent underage drinking is taking place, that is not going to be good for you.

If that does happen. DO NOT SPEAK. [you will be drunk when this happens, so i just wanted to say again-- no matter what you want to explain, express, excuse, chat --- Keep Your Mouth completly Shut. -- not even "hello"] do not say a damn thing.
There is nothing you can say that will help you or anyone else, all it will do is call attention to yourself. let people that are legal do the talking.
And for god's sake don't be so drunk you tell them to their face that the law is crap, unfair, stupid,. etc.............believe me.

If it is a small gathering [less than 10 people] you will probably be more than fine, just plan to STAY there the night/for a long time. That is generally how people that are underage drink here.

Also, in case you did not know this-- Date rape drugs are common, especially if you are 19, hot, and they think you won't know what is going on because you are from another country.
So, you need to get your own drinks. and then hold on to it. don't leave it to go use the bathroom/etc.
If someone wants to make you a drink say okay great, i'd love to learn -- and then go watch them or if someone offers you a drink say yeah, lets go get one and then go with them to the keg/etc.
It may sound dumb, but date rape drugs are more common than you would think.
**** Don't assume because someone is at a party that they are frineds with anyone there or that people know them well.
You need to watch your own drink since as a visitor you may not know who to trust yet and they know that.

As of 2006, NONE. Last state to raise the Drinking age to 21, upon information and belief, was Louisianna....the feds blackmailed the states, basically saying if you don't raise the drinking age, then you forfeit all Federal DOT monies that would fix roads, highways, etc... Canada has a nice 18 age...but you probably knew that.

You used to be able to do that in New Orleans, when I was there 10 years ago, don't know about now, but after Katrina, not sure how much of a party place it is now.
You can drink legally at the age of 18 in Puerto Rico. It is not a State, but a "US Commonwealth" so if you are a foreign citizen, you do not need to have any additional visas. It is under 3 hours flight from Miami, in the Caribbean, and you will be sure to have a blast there.

None, nowhere in the USA. 21 is the legal age limit.
Come to Australia it is only 18!
