The most difficult to apprehend are those that have a knowledge of the methods used in locating them. The second most difficult are women who can more easily change their appearance and obtain assistance from strangers.
Generally, those that present the most problems during the actual arrest are those who have the least experience with the system.

The rich and the powerful. Their attorneys negotiate with the Feds and the States, to allow them to walk-in the back door (no cameras, no videos). Notice, nobody arrested Libby, Abramoff, Foley, DeLay or anything like that. They are elite enough to actually TELL THE COPS when they will come in to be arrested. Wish I had that power. Especially drug kingpins, they will negotiate the ENTIRE TRIAL, before surrendering. I read a nice Fed lawsuit, where the Colombian kingpin, negoitated for no jail time (lifetime probation), gave up almost a billion dollars in "fines" and agreed to be deported right back to Colombia. His girlfriend, whose arrest started the whole thing, got 15 to life for driving a car with kilos in the trunk. (This was my research paper on the Rockefeller Drug Laws). Money + influence make the world go round.

The hardest criminal to apprehend is usually the person who let say murdered once, and if these isn't many clues left behind, this guy is the hardest to catch, because he has NEVER done this before, and if he never does it again, he can go a long time without getting apprehended. Mayble he never will.

The cops themselves.
They break laws, violate civil rights, and Internal Affairs will always cover for them, to avoid giving the chief a headache and the mayor of the town a lawsuit.
Who is the toughest criminal to catch? A cop who broke the law and it was not caught on tape.
