Below is the U.S. Dept. of State's website that outlines what is required under the new Western Hemisphere Travel Initiative (WHTI) as what is needed will vary depending on when you will be traveling there.
While the Travel Advisory for Mexico ended in 1/06, below also is a websites that you may want to peruse before deciding what cities to visit. It might be worth the small investment to buy kidnapping insurance if you are visiting any of the the higher risk areas.
A great book to check out from your local library that will give you lots of inside information on any are of Mexico that you would like to visit is Fielding's Mexico: The Most In-Depth Guidea to the Culture and Mysteries of Mexico.

You should get a passport because it makes travelling easier. Also get a Hepatitis A and B immunization (such as Twinrix). This takes a few months so get it as soon as possible (you need three shots in all). Even if you only get one or two shots before you leave you will still have some protection. Also make sure your other immunizations are up to date (measles, mumps, rubella, tetanus, polio, etc). I would recommend staying at an all inclusive resort. Your meals are all paid for and they are usually really good. I think it is kind of risky to eat in other places, especially street vendors. I just stayed at the Grand Costa Real in Cancun and it was great. You can get last minute deals for under $1000.00 for a week. All meals and alcohol are inlucded and it is soooo much fun! Effective January 1st 2007 you will need to have a Passport to cross the border. Until then you need to carry your drivers license. I would however strongly recommend a passport in case you have a problem and need help from the American Consulate. The Mexican authorities can drag their feet, but if you have a passport international law requires them to contact your consul. Mexico is a great place to visit, stick to the tourist bars like Senor Frogs or Carlos and Charlies.

A word of advice- get yourself a money belt. Lot of pick-pockets there. I was there about 15 years ago and I was advised to keep my wallet in my front pocket too. Make sure you have bottled water at the hotel or you'll end up with Montezuma's Revenge (that's fancy talk for the runs). I was there a week and I didn't care for the food much so I lived off of Coca-Cola and Hershey Bars. It's an interesting place... hope you get to see some authentic Aztec pyramids. We got to climb up one and performed a fake human sacrifice. lol

Money, passport, a guide to know the places where you want to go, be careful , but don't be scare, Mexico is a fantastic country

Mexico is NOT on another planet dear - It is a real place with people and shops. Oh, they do have food that you can eat too...
