Hindus avoid eating onions and garlic during navratri fasting. These are considered "Tamasi" or "hot" products which contribute toward temper and anger.

Only the priests class and Sanyasis are forbidden to eat Meat, onions and garlic and drink alcohol.

Onions and Garlic are said to be Rajoguni, hence they increase the desire of sex and disturbance of mind which is not required for a saint/priest

Common hindus are not barred from eating them

There are three qualities in the universe. They are known as Satwa, Rajas and Tamas.
Satwa is pure and good
Tamas means darkness or ignorance
Rajas is Mixture of satwa and Tamas.
Every known thing contains these three qualities. Human beings are no exception. God is satchitananda or pure sat.
Onion and Garlic contain more tamas and no sat.
So devotees are god are asked to avoid these two in addition to meat etc which are also more tamasic in nature.
Garlic is supposed to be worse than meat in this respect

because it smells bad, also it is forbidden in Islam to eat garlic or/and onion and go to Mosque because the smell well bother the others especially on Fridays.
