I personally wouldnt use it, I found a document on Yahoo Health that said...
"Teething products and remedies

Teething gels numb the gums around where a tooth is erupting. Although many medical professionals agree that teething gels may be used in moderation, talk to your doctor first. These products usually contain benzocaine, or sometimes lidocaine, which can be harmful if used improperly. If these products are swallowed frequently, a baby's throat could become numb and cause difficulty swallowing. Also benzocaine or lidocaine can be toxic if large concentrations accumulate in a baby's system. Some babies can develop a rash from these products or have other types of reactions.

Do not use teething powder or aspirin on your baby's gums. Inhaling small particles of teething powder or aspirin can cause lung problems. Also, aspirin should not be given to anyone younger than 20 because it has been associated with Reye's syndrome. "

You mean, tooth power, in place tooth paste. That also, on line. I really do not know what is the big deal in getting the supply in the super market.

i have never heard of teething powder. ive heard of gels and rubber baby items that you put in the freezer that have gel in them. as far as they go any department store (walmart, kmart etc) carries them

does it have to be a powder? if not you could always get Bonjela found in most pharmacies in the uk.I am not sure about America.

i used teething tablets..you can get them at walmart or Kroger
