Don't listen to anybody else- I'm an expert.
You need a safe car. This means side-impact airbags and Electronic Stability Control. Old, big cars are not safe b/c they transmit crash forces directly to the driver. They also don't have ABS. (Anti-Lock Brake System)
For Under $20,000:
Subaru Legacy
Volkswagen Jetta
Volkswagen Rabbit
Mazda 3
Hyundai Sonata
Toyota Camry (If you must)
Honda Accord
Toyota Corolla
Ford Fusion
Chevrolet Malibu
Pontiac Vibe
Subaru Impreza

Wouldn't you rather spend $1,000 (or whatever) than lose your son/daughter/friend/loved one?

4 or 6 cylinder front wheel drive, automatic, front bucket seats (keeps them from over crowding the front seat!) small to med size like a cavalier or similar. I personally would not suggest imports due to the recent movies that have come out. Some think that if they do it in the movies it can done on the parking lot at the store nearby. i would say 2 doors vs 4 doors. Keeps the possibility of other kids jumping in and out of the car when in motion to a minimum.

Something old, dinged, used, big.

Mine was a 79 olds omega with a sagging headliner. It was very embarrassing. I think that a little embarrassment on that end builds character, and if it is old, dinged, and big, you have to worry less about the teen and the car when they get in an accident.
