I will give you a breif insight into the calender as it is known today , in the 15th century Pope Gregory had a convention seated in Nicossea to resolve a problem, the problem related to finding the dates for easter and christmas each year, since at that time the lunar calender was used it posed a lot of problems as the dates had to be reviewed each year. the other problem was taxation, the date of tax was fixed in March but March due to the lunar calender necessarily did not correspond with the harvest. The Cristian church to solve this problem decieded to adopt the solar calender the date of commencement of this calender was fixed as 1AD or Anno Domini{the year of our lord} anything before that date was to be reffered to as BC or before Christ. therefore when you say the highest BC recorded it means you are asking the highest negative number you can think of , no recording required here. AD & BC have been explained in all the answers above. On the face of it the answer to second part of your question is Zero. But if you say recorded BC year, it is anybody's guess.

the highest BC year recorded was 0 BC.After that we entered the AD. BC refers to the years before Christ was born and AD refers to the years after the birth of Christ.and so Christ died in 33 AD.

AD - is Anna Domini, which means, in Latin from Christ's birth.
BC - is Before Christ, that is before the birth of Jesus Christ. We all follow the Christean Era calender, which is AD and BC. By highest, I think, you mean, oldest year. Your question is ambiguous. In which field, you need the recordings? There have been excavations & fossils recorded, millions of ears back. The Indian Vikram Era Calender, itself is 5000 years old. As per Vedantam, Kaliyuga which has span of 4 lakh years, is only 10,000 years old.

BC is before the coming of Christ, and the numbered dates run backwards. AD is after Christ, the numbering begins at 1 , to the present 2006.
