Of course. You could also hire a swimming instructor and give the preschoolers a swimming lesson. And also a life guard but that might cost a lot of money but it's worth it. And choose to make a shallow pool....

You are kidding right? Not only would the cost not be feasible, but it would be a safety nightmare. If you want to have a special swimming program (we do), you should contact a pool with life guards and swimming instructors and just pay for the fees to bring your students there. Maybe one or two times of swimming a week for the summer months would be all you need at the very most to make mothers happy. Instead of putting emphasis on something such as swimming, concentrate on academics. Every time we make a new school it is maxed out and we have a waiting list within 2 years because we stress academics. Do not even think about making a pool for your little kids to drown in.....

I work at a daycare center with an indoor pool. We have a certified lifeguard on premises, who is in the pool room at all times during use. She conducts lessons for the younger children (school agers just get free swim).
Children must be 3 to be even in the pool room, potty trained to swim, waivers must be signed to even be in the room. The door is locked and accessible only by code which the guard only knows.
The pool is a big selling point for prospective parents, but I think the safety precautions play a huge roll, also.

I doubt the increased revenue could cover your insurance costs which would be astronomical. You could also lose more kids than you gain. I would not send my child to a nursery with a swimming pool.

this can be both and advantage and disadvantage to you. the advantage is that if yoou have a swimming pool in your nursey with specific supervision and life guard you may be able to save cost of have ing to pay for transport and fee for ur pre schoolers to use other pool facilties and this may also attract the parents.
the disadvantage is that some parents may not feel comfortable leaving their students because it might not be safe surroundings for their children to be around.

Your going to have to do risk assesments for every aspect of the pool and its running, have trained and competant personel, also indeminity and liablity insurance.
Consdiering how many accidents happen in ornamental fish ponds with kids your going to have to think seriously if you want to take on the burden.

How many Health & Safety aspects are you going to have to consider. It could end up being very costly and not a very popular idea for parents who will worry about their children. They are very small children as well!
