make the first move and try showing you interested in him (don't be too obvious though) if he really is interested he´ll loose the shyness. he´s probably just afraid of rejection

What do you bring to the table? A lot of women think a guy is supposed to just walk up and become Mr. Chatterbox just because they(the girl) wants their attention. How the hell does he know whether or not you're interested and if he's getting himself all worked up when you might just throw him under a bus for offering you a drink or saying he noticed you across the room?! Give him something to work with!

Then , maybe he is deciding whether to pursue the relationship or not. You may show subtle signs of encouragement- if you like him, or distance yourself - if you do not. It is your choice. Sometimes there are men who need a little prodding.
