With Yahoo browser open I click on Tools > Internet options........
I get a quick flash of a window trying to open ....then nothing.

Thank you all for you help, but nothing is happening. I do not have spyware or a virus
I am a home user no-one else uses this PC. I have tried system restore as well.

Is this a work computer or has it ever been connected to a LAN with high security? If so, it might be a policy issue. Talk to the network admin.

Do you have administrator rights on the pc? If not it may not let you. It also sounds like it may be a pop up blocker. You say this is when your yahoo browser is up and running. Does the same happen if you use a different browser (Yahoo has a pop up blocker built in - can be disabled in the tool bar).

Go to Start -> Control Panel and double click on Internet Options?

open it by using right click on icon for the program of internet explorer, then click on internet options...also it might be a pop up blocker is preventing it your way...

a million. someone blocked it (they did that at my college) 2. Your computer interface has issues (my new computer received't open submenus or accurate click now and again) 3. this is in basic terms lagging and also you want to attend

check to see if you have spyware:
download Spybot Search & Destroy and do a scan.
