The health care community must have access to medical records information in order to provide better, less expensive, and more cost effective care to patients while at the same time protecting the confidentiality of medical information.
Medical records information crosses state lines as patients relocate and as health care organizations and insurers expand from one state to another. State laws are not consistent and, in some cases, non-existent. Some would agrue that the state and fede ral laws are insufficient to ensure confidentiality in an environment of advanced information technology.
The goals of managed care for cost-effectiveness and efficient care delivery demand the use of information systems for the purpose of sharing information to providers, insurers, and health care networks. The task at hand is to ensure the confidentiality of medical information as set forth in present and future legislation, to disclose information when necessary in an ethical manner, and to educate the public about its rights with regard to privacy and confidentiality.

Confidentiality has been defined by the International Organization for Standardization (ISO) as "ensuring that information is accessible only to those authorized to have access" and is one of the cornerstones of Information security. Confidentiality is one of the design goals for many cryptosystems, made possible in practice by the techniques of modern cryptography.
Confidentiality also refers to an ethical principle associated with several professions (eg, medicine, law, religion, journalism,…). It means you shall not discuss anything that goes on in your preschool outside of your preschool.
True story, I was once a a grocery store with a friend who worked at a preschool and she was talking about this "bratty little boy nick, who talks with a lisp" and his grandmother was standing right behind us. She got fired the next day.

It means that you are not allowed to talk about things you learn about a child to other people unless it will effect them adversely. For example when you a preschool teacher, if you are observing children, you are not allowed to say in your observations "Sally" and "Bob". you must say "Child A" and "Child B", you do this so that way people cannot stereotype the child. It can also mean that you don't release children's records to people whom don't have permission to view them. Like you aren't allowed to let people whom aren't the children's guardians to view thier files.

that probably means like the caregivers are not allowed to discuss, things to other people about the kids. Because it's no one elses business. Same as going to see a doctor and you have patient-doctor confidentiality.
