Do sit-ups. They are the best when getting your thighs and hips in shape. Do as much as you can as per your capacity. But remember if you do too many then you won't even be able to stand the next day.
Running and jogging is also a good exercise to lose fat on your thighs

if you have access to a pool tread water. it works GREAT!! i did it and got sooooo skinny(specailly in my thighs) in less than a month
