Sao Paulo is dangerous. After 5 pm don't stay in downtown.
Rio is safe during the day, be careful at night.
Buenos Aires is as safe/dangerous as Rio. You have to take the same security measures in both cities: Don't display expensive cameras, cell-phones, jewellery. Beware of pickpocketers in crowded places.
I'm from Buenos Aires and I trave three times a year to Rio, so I should know

Well. Brazil is a country Sao Paulo is a city within that country. Buenos Aires is the capital city of the Argentine Republic.... Buenos Aires is the safest. and that is being told by lot of tourist going to Buenos Aire... example I went to Bs As 2 years ago and I met a Sweeden lady. well she told me she felt much safer to walk on the streets in Bs As than in in her own country.. I know several Australian people who go there regularly and also they have purchase property because for the exchange rate the house and apartm are really cheap. but above all the safety of walking at night.
