Are you asking if there is anyway to stop someone else's brain activity without touching the person? If that is what you are asking, the answer is no, there is not.

You think xrays don't count as touch? Then also microwaves, high intensity sound, strobe lights. Movie from the 60's, The Ipcress File, used that idea. But why would you want to?
There's even a scifi story about an idea that would cause the human brain to "hang" like a computer, and it may even be a little bit true -- consider obsessive/compulsive disorders, religious fanatics, autism, artists, geniuses.

No you can't stop brain activity without touch. With touch you'd end up damaging their brain!
YOu can slow brain activity through meditation.

How would you like to be mentally controlled by someone else?
