Contact the Las Vegas Police Department, and ask to speak to a detective. Tell the detective you believe you have information about a hit and run murder that happened between 1988 and 1994. Tell him that the only thing you know for sure is that the victim was a black male.
That should get you a good start. They will check their records, and if there are unsolved cases on the books, I am sure they will be very interested to talk more with you and find out any information you can give them. Since you know the name of the person who claims to have done it, you can supply that as well, and they should be able to start looking into his whereabouts at the time.
There is no statute of limitations on murder, but the crime may have been written off as an accident, so be prepared to give a full statement about what you know. If it really happened (and I am not doubting you, but people have been known to make up and brag about stuff like that for their own sick reasons), there's a case file somewhere. It may have grown cold, so you just need to light a little fire under the police so they can re-open the case and get it handled.

You might be able, if possible, get ahold of LVPD and inquire about it. But heres the thing, if you found he ran someone over and he's not already in jail, i highly doubt there would be any records on it. I mean he ran someone over for crying out loud, if there are records on it on file at the police department why is he walking free?
