here r some suggestions:
1) manage a small apartment complex...maybe co-manage with someone. some apartments will offer u an apartment if u watch over their property/address tenants' concerns. or u can be something like an apartment manager but in the dorms...usually u get free/discounted room/board if u put on some programs/address student concerns.

2) consider babysitting...babysit other children while watching ur own.

3) consider starting an online business- sell stuff on e-bay. i have a friend who sells things like macy's coupons and makeup on e-bay. i know coupons sounds weird, but apparently they sell. (save ur mail...join mailing lists of different department stores.)

4) look in ur school newspaper everyday in the want ads. also would be good to check ur city's newspaper. look for inexpensive housing...maybe a family is looking for someone to help around their home in exchange u would get a room. u could also find odd simple jobs like little old ladies who just want some company for a couple of hours/day....someone who would read to them or make them laugh.

5) coop housing- usually cheaper housing, but requires that u help out with maintaining the apartment...in other words, everyone living there would take turns cleaning, etc.

6) maybe ur school offers decently paying part-time jobs.

7) consider being a part-time student for a couple of quarters/semesters so that u don't burn out...and give u a chance to work.

8) ask ur college counselor or housing department for options.

as for housing needs try a government housing authority.
they should have government appartments based on income also they should have other options available or they could point you in the correct position
