Try SWF Video Converter. SWF Video Converter is a powerful utility, which was developed to convert any movie file into compressed SWF video and FLV streaming video formats. The program supports almost all popular file extensions such as AVI, MPEG, WMV, ASF and 3GP as well as other available codecs (over 300 identifiable codecs). Conversion of a movie into Macromedia Flash format creates file-ready SWFs for the Web or for streaming across Internet connections.

in your Video editting software try using 'save as' and then under the block where you type in the file name select the the extension in the drop down block for flash. I think the person watching the video has to have a flash player installed on his/her PC and their system will create the controls when they click on your file to watch it.
you can see videos on YouTube because you have a flash player installed on your PC
